Officers Rescue Teen Being Sexually Assaulted In Skid Row: LAPD

LOS ANGELES, CA — A teenage girl is recovering today thanks to two police officers who heard her screams and rescued her from an attacker on Skid Row, according to the Los Angeles Police Department.

Such sexual assaults are all too common in the area where the unhoused are often at the mercy of those who would prey upon them, said LAPD Central Area Commanding Officer Capt. Raul Jovel. The unnamed officers who saved the teen are being lauded for their work.

The attack happened on the night of Jan. 5 at Wall Street and Sixth Street.

“The officers were in the area when they heard screams,” said Jovel. “It was a very violent sexual assault, and I am glad the officers had the awareness.”

The officers tracked the screams to a tent where a 47-year-old suspect was attacking a 16-year-old girl, said Jovel.

The officers were able to stop the attack and arrest the suspect, Jidris Carter. Carter was wanted in connection with a robbery, and he has since been charged with robbery, oral copulation by force, and assault to commit a sexual assault, according to the LAPD.

The girl was taken to a hospital and provided medical treatment for her injuries.

The LAPD’s Central Area investigated at least 130 sex assaults in 2023, and a big percentage of those were in the Skid Row area, said Jovel.

About 15 were in tents, and a large percentage were homeless victims and suspects, he added.

“It’s one of those places where you find service providers, homeless people and predators who go and prey upon the homeless,” he said. “The predicament these people are in — there’s mental illness. People come through for different reasons: human trafficking, drugs, they’re victimized or lured… and people prey on those individuals.”

Skid Row can be one of the harder places for officers to patrol, Jovel added. Being able to stop such a brutal attack in progress and saving the victim is rare, said Jovel.
