NH State Trooper Saturation Patrols Lead To 27 Arrests: Roundup

CONCORD, NH — New Hampshire State Police stopped hundreds of vehicles and issued dozens of citations and made dozens of arrests.

During the evening of Aug. 17 and the early morning of Aug. 18, troopers on the Seacoast as well as special enforcement and the drug recognition expert unit stopped 140 vehicles. During the enforcement, 127 warnings were issued, 15 citation given, and 10 people were arrested.

Ruben Babino Valdiviezo, 36, of Lowell, Massachusetts, on disobeying an officer and operating after revocation or suspension charges on Interstate 95 in Hampton.

Jeffrey D. Barr, 65, of Ashland, MA, on a driving under the influence of drugs or liquor charge on Interstate 95 in Seabrook.

Robert F. Beisler Jr., 29, of Portsmouth on operating after revocation or suspension-subsequent and operating without a valid license-subsequent charges.

Ronald D. Escobar, 29, of Somersworth on alcohol ignition interlock circumvention, operating after revocation or suspension, license prohibitions, and operating without a valid license, and stopping-standing-parking prohibited violation on Route 16 in Dover.

Kyle T. Hannan, 40, of Portsmouth on an aggravated driving under the influence of liquor charge on Lafayette Road in Hampton.

Renee M. Meagher, 34, of Newmarket on a negligent driving charge on Route 16 in Rochester.

Collin R. Perreault, 21, of Somersworth on a reckless operation charge on Route 16 in Dover.

Kelly Cristina Rodrigues Da Costa, 32, of Lowell, MA, on an operating without a valid license charge on Interstate 95 in Hampton.

Christopher Waterman, 27, of West Paris, Maine, on operating after revocation or suspension-subsequent charge on Interstate 95 in Hampton.

Beisler is due in Portsmouth District Court on Sept. 18. Barr and Hannan, are due in Hampton District Court on Sept. 28 while Rodrigues Da Costa and Babino Valdiviezo are due on Nov. 16. Perreault is due in Rochester District Court on Oct. 13 while Meagher will be arraigned on Oct. 16. Escobar is due in Dover District Court Oct. 13.

During the patrol, state police began receiving calls about a wrong-way driver on Route 16 in Dover.

While responding to the scene, state police found a 2016 Jeep Grand Cherokee, operated by Donald P. Mulligan Jr., 47, of Dracut, MA, driving north in the southbound lane, Amber Lagace, the department’s public information officer, said.

“In an effort to mitigate the risk to the motoring public being that the Jeep was traveling toward oncoming traffic on the highway,” she said, “(a) trooper positioned himself near Exit 9 and utilized tire deflation devices, successfully deflating two of the tires on the Jeep. Moments later, the Jeep came to a stop on the shoulder of the highway at which time (troopers) converged on the location of the Jeep and subsequently arrested Mulligan without further incident.

Mulligan was charged with felony reckless conduct and DUI. He was retained due to “his level of impairment,” Lagace said.

At the same time as the Seacoast saturation patrol, another was being held in Nashua.

The enforcement led to 59 vehicles being stopped and eight people arrested.

Anthony Decontreras, 34, of Lowell, MA, was charged with operating after suspension-subsequent while Brian Kuh, 48, of Laconia was arrested on the same charge. Julie Viera, 21, of Nashua was arrested on a reckless operation charge, accused of driving more than 100 mph. Galvin Belesca, 21, of Nashua was also accused of driving more than 100 mph and he was arrested on a reckless operation charge, too.

Troop B did not list four other people arrested in its press release.

And then, on Saturday, troopers from Troop D were in the greater Concord area between 9 p.m. and 3 a.m.

Troopers stopped 118 vehicles for various infractions.

Nine people were arrested:

David Billings, 44, of Methuen, MA, on driving under the influence and driving after suspension-revocation charges and a yellow-solid line violation.

Jessica Brennan, 33, of Manchester on a driving under the influence charge and a lane control violation.

Russell Dellapenna, 29, of East Hampton, MA, on aggravated driving under the influence, DUI, and speeding — “90 mph in a 55-mph zone.”

Patrick Mack, 25, of Swanzey on a driving under the influence-subsequent charge lane control and open container violations.

Brian Martin, 39, of Merrimack on a driving under the influence charge.

Timothy McGordon, 35, of Manchester on driving under the influence and speeding charges.

Andrew Paquette, 22, of Chichester on a driving under the influence charge and a yellow-solid line violation.

Isaac Pease-Rivera, 22, of Manchester was arrested on an electronic bench warrant.

Brianna Thibeault, 27, of Tilton on a driving under the influence charge.

“The New Hampshire State Police has taken an aggressive stance to prevent persons from driving when impaired,” Lagace said. “New Hampshire has some of the most aggressive laws in the country to fight impaired driving and the law enforcement community will use those tools to their fullest extent to make sure our citizens and visitors are safe when operating their vehicles on our roadways.”

Cyrilla R. Bachelder, 35, of Ipswich, MA, was arrested at 12:19 a.m. on Aug. 13 on a DUI charge in Hampton.

Nicholas Robert Jones, 20, of Derry was arrested on a reckless operation charge in Rochester at 2:55 p.m. on Aug. 12.

Mykynzy A. Bartlett, 23, of Laconia was arrested on a DUI charge at 1:13 a.m. on Aug. 12 in Dover.

Luis Beltran Cua Felipe, 19, of Pawtucket, Rhode Island, was arrested at 5:47 p.m. on Aug. 11 on speeding-11 to 15 mph over the 65 limit and operating without a valid license in Dover.

Justin Carl Dennison, 42 of Schulerville, New York, was arrested at 10:30 a.m. on Aug. 10 on a felony count of operating after certification as a habitual offender as well as 12 counts of driving after revocation or suspension-subsequent and a breach of bail charge in Exeter.

Adam R. Janicki, 38, of Randolph was arrested on a bench warrant at 10:26 a.m. on Aug. 10 in Brentwood.

Khali Lynn Heath, 23, of Rochester was arrested at 11:07 p.m. on Aug. 7 on driving after revocation or suspension and suspension of vehicle registration charges and a tail lamp and reflectors violation in Rochester.

Evan M. Chacos, 40, of Nashua was arrested at 11 p.m. on Aug. 13 on two domestic violence-simple assault charges in Temple.

Yania Lissette Rivera-Pillot, 34, of Nashua was arrested at 12:10 a.m. on Aug. 13 on a DUI charge and multiple beam lighting-motor vehicle violation in Salem.

Scott Verney, 52, of Auburn was arrested on two bench warrants at 7:15 p.m. Aug. 12 after an incident in Bedford.

Edward Joseph White, 40, of Manchester was arrested at 4:05 p.m. on Aug. 12 on felony operating after certification as a habitual offender, driving after revocation or suspension, driving after revocation or suspension-subsequent, and suspension of vehicle registration charges in Manchester.

Steven Robert Gagnon, 43, of Manchester was arrested at 2:02 p.m. on Aug. 12 on a driving after revocation or suspension-subsequent charge after an incident in Londonderry.

Cory Silvano Nickerson, 39, of Manchester was arrested at 8:31 p.m. on Aug. 10 on speeding-25+ mph over the 65 limit and reckless operation charges in Londonderry.

Patrick Joseph Wholey, 35, of Manchester was arrested at 7:42 a.m. on Aug. 10 on driving after revocation or suspension, suspension of vehicle registration, and unregistered vehicle charges after an incident in Londonderry.

Ryan Kilbridge, 36, of Lowell, MA, was arrested at 12:23 a.m. on Aug. 10 on DUI and speeding-25 mph over the 55 limit or less in Nashua.

Sheri Leeanne Bertand, 42, of Laconia was arrested at 4:58 p.m. on Aug. 8 on two bench warrants as well as uninspected vehicle and operating without a valid license charges in Londonderry.

Carlos Jose Collazo, 20, of Lowell, MA, was arrested at 3:25 p.m. on Aug. 8 on reckless operation, speeding-25+ mph over the limit of 55 or less and unregistered vehicle in Windham.

Gabriel Dias Franco, 19, of Framingham, MA, was arrested at 3:25 p.m. on Aug. 8 on speeding-1 to 10 mph over the 55 limit or less and operating without a valid license charges in Manchester.

Styfus D. Green, 29, of Manchester was arrested on a warrant at 6:43 p.m. on Aug. 7. Also arrested was Travis W. Bolding, 36, of Manchester was also arrested on a bench warrant.

Dominic L. Contino, 43, of Merrimack was arrested at 1:34 a.m. on Aug. 7 on aggravated driving under the influence-0.16+ and DUI charges in Windham.

Amanda Pearl Baird, 28, of Salisbury was arrested at 10:36 p.m. on Aug. 13 on a simple assault charge in Salisbury.

Rodrigo Marques Valadares, 38, of Worcester, MA, was arrested at 9:12 p.m. on Aug. 13 on an operating without a valid license charge in Hooksett.

Shyann Suvanna, 20, of Windsor, Vermont, was arrested at 6:39 p.m. on Aug. 13 on a transport alcohol by a minor charge and an open container violation in Bow.

Cameron Scott Hilliard, 21, of Goffstown was arrested at 2:38 p.m. on Aug. 13 on a driving after revocation or suspension and suspension of vehicle registration charges after an incident in Bow.

Mark Evan Walsh, 29, of Laconia was arrested at 1:54 a.m. on Aug. 13 on a reckless operation charge in Concord.

Brian Scott Richards, 50, of Weymouth, MA, was arrested on a warrant at 10:12 p.m. on Aug. 12 after an incident in Boscawen.

Scott M. Miller, 34, of Danbury was arrested at 8:05 p.m. on Aug. 12 on a violation of a protective order charge after an incident in Danbury.

Mark James Mgrdichian, 37, of Raymond was arrested at 1:45 a.m. on Aug. 12 on driving under the influence and speeding-16 to 20 mph over the 70 limit charges as well as open container and yellow-solid line violations in Sanbornton.

Sarah Marie Bell, 35, of Loudon was arrested at 9:47 p.m. on Aug. 11 on driving under the influence and DUI-second offense charges after an incident in Bow.

Alicia A. Thomas, 34, of Warner was arrested at 10:30 p.m. on Aug. 9 on a DUI charge in Concord.

Raymond J. Matthes, 45, of Salem was arrested on a violation of a protective order charge after an incident in Salem at 12:20 a.m. on Aug. 9.

Forrest Morse, 38, of Windsor was arrested on a bench warrant at 8:41 p.m. on Aug. 8 after an incident in Warner.

Irfan Ahmed, 30, of Cotuit, MA, was arrested at 10:06 p.m. on Aug. 7 on aggravated DUI-0.16+, DUI, and DUI-adult more than 0.08; minor more than 0.02 charges as well as an open container in Canterbury.

Gregory Patrick Kovacs, 18, of Hopkinton, MA, was arrested at 9:12 p.m. on Aug. 7 on transport alcohol by a minor and speeding-26+ mph over the limit of 55 or less charges. Also charged were Matthew Sean Larkin, 18, of Shrewsbury, MA, and Matthew Carl Bergquist, 18, of Shrewsbury, MA, on unlawful possession-intoxication charges. They were arrested in Concord.

William Francis Scola, 22, of Quincy, MA, was arrested at 7:40 p.m. on Aug. 7 on a reckless operation charge in Nashua.

Bunnath Ros, 42, of Nashua was arrested at 10:12 a.m. on Aug. 12 on felony operating after certification as a habitual offender, speeding-11 to 15 mph over the 70 limit, and driving after revocation or suspension charges in Ashland.

Edward J. Ringuette, 59, of Londonderry was arrested at 3:37 p.m. on Aug. 2 on a felony operating after certification as a habitual offender charge in Manchester.

Benjamin G. Burlingame, 45, of Sanbornton was arrested 8:45 a.m. on Aug. 2 on two violation of privacy-use, install device charges in Meredith.
